Dear Peter, very inspired by your lead. Is it possible to do the same thing to enforce London borough councils (and their contractors) to clear up litter from urban areas and in particular municipal flower beds?

Kirsten, in the case of the municipal flower bed you should follow the procedure I describe on the “Taking legal action” page. If they fail to respond to an informal complaint send them an EPA Section 91 Notice. Just change “highway” to “land”. That should do the trick. If not please get back to me.
“Urban areas” is a bit vague. Can you be more specific?
