Lord Marlesford has introduced the Private Member’s Bill to change the law so that councils can issue fines to the owner of the car if they fail to say who was responsible. Bill Bryson said “Litter is becoming the default condition of the British roadside.
A law to this effect has already been in force covering the London Boroughs since 1st June 2012. London car owners to pay for passengers’ litter.
